KBTV 4 Update: Ned Council covering their butt or just coincidence?

According to KBTV 4, retired police officer is recovering tonight after being arrested for assaulting a Nederland police officer. In the online news story, it reports, The family says Simon slightly push the officer. According to the family that's when police responded by beaten him with a stick and tasered him 3-to-4 times. The family says they plan to seek legal action against the police.

Did anyone happen to notice Resolution 2008-02 that the Nederland City Council will be voting to approve at today's City Council meeting?The agenda(see below) states that the council will consider action approving Resolution No. 2008-02, prohibiting use of excessive force.

EXCESSIVE FORCE - A law enforcement officer has the right to use such force as is reasonably necessary under the circumstances to make a lawful arrest. An unreasonable seizure occurs when a law enforcement officer uses excessive force in making a lawful arrest.

Why would the Nederland City Council vote to prohibit the use of excessive force 2 days after an incident?
