City of Ned canvassed wrong election totals

On May 21, the Nederland City Council voted to cavass the May 12 Election in which Good ol' boy Tim Sheffield won the race for Ward 1.

May 12 Election results were as follows:
Tim Sheffield 411 55%
Darrin Dykes 191 26%
Jeff Ortiz 145 19%

Then on May 18 at 10:44 A.M. the Election results looked like this:
Tim Sheffield 404 55%
Darrin Dykes 184 25%
Jeff Ortiz 138 19%

On May 21, the Nederland City Council voted to approve the Election results reported on May 12.

Although, there is no violation according to the SOS "if an error is discovered the Nederland City Council should approve an amended canvass", in which im asking they do.
